INLAND WETLANDS - ENVIRONMENT COMMISSION OF
THE TOWN OF EAST HARTFORD
Tuesday, February 24, 2009
The Public Hearing was called to order at 7:03 PM in the Town Hall Council Chambers, East Hartford Town Hall.
A) File # 2009-003
Application of Premier Building & Development Inc., and Jetmore Construction, LLC, to conduct a regulated activity within the Inland Wetlands buffer zone in conjunction with the development of a five-lot residential subdivision located at the intersection of King Street and Burnham Street (Assessors map No. 28, lots 92, 93, 94, 95, 96, 97 and 167.)
Attorney Bruce Fader spoke on behalf of the applicant thoroughly explaining the details
of the application.
Adam Thompson a Professional Engineer from the LRC group out of Cromwell, CT also
gave an overview of the plans. The overview contained a brief discussion pertaining to
the soils, topography, proposed drainage map, earth work on the site, landscape area and
vegetation, erosion settlement control plan, and the detail sheets for the project.
George Logan, a licensed soil scientist discussed with the Commission the soil map units,
classification of the soil, a package containing photos of the area, vegetation within the
swamp, and the discharge area.
Attorney Bruce Fader ended the discussion with a proposal for a Declaration of Lot
Restriction pertaining to Lot 4 to the Commission.
The Public Hearing was closed at 9:12 PM.
Mary Dowden arrived at 7:04 PM.

APPROVAL OF MINUTES
Cmsr. Carr stated that George Logan’s name was misspelled in last month’s minutes
instead of Logon it needed to be Logan.
Cmsr. Carr moved to APPROVE the minutes of the January 29, 2009 Public Hearing
meeting.

OLD BUSINESS
A) File # 2009-001
Application of Anthony and Deidre Aufiero to conduct a regulated activity within the Inland Wetlands buffer zone in conjunction with the clear-cutting of trees and brush, regrading of the site, and planting of grass, located at No. 95 Rene Court.
Tony and Deidre Aufiero were present to answer any questions from the Commission.

Cmsr .Carr moved to APPROVE the application with the following conditions:
- The permit is non-transferable without the written consent of the Inland Wetlands Commission.
2. Proper erosion controls are to be maintained at all times.
3. All work in the Inland Wetlands and/or buffer zone must be commenced within five (5) years from the effective date. The activity must be completed within one (1) year from the commencement of the activity.
4. Written notice shall be submitted to the Town Engineer (48) hours prior to the starting date of the approved activity.
- In evaluating this application, the Inland Wetlands Commission has relied on information provided by the applicant, and if such information subsequently proves to be false, deceptive, incomplete and/or inaccurate, this permit shall be modified, suspended, or revoked.
- Approval is granted as per plans submitted with the application dated 1/12/09 revised to 2/9/09.

Application of Marianne and Juan Marimon to conduct a regulated activity within the Inland Wetlands buffer zone in conjunction with the removal of a storage building, clearing of trees and brush, and regrading of the site located at No. 183 Maple Street.

- Final plans are to be signed and stamped (ink and impression) by the Professional Engineer and Land Surveyor.
- The soil scientist is to certify and sign the plans.
- Provide information as to who will hold the title to the conservation easement – Manchester Land Trust? Provide documentation. Coordinate with Town Planner and Corporation Counsel.
- Individual plot plans for lots 2-5 will need to be submitted to the Inland Wetlands for approval.
- Plans and reports are to be revised to convey the intent of the applicant (i.e., soil types, elevations).
- Plans are to be modified to reflect a change in the location of the infiltration unit at lot #5 – it shall not be located beneath the basin.
- The Declaration of Restrictive Covenant Regarding Lot Conservation Restrictions shall be applied to lots #4 and #5 with the additional requirement that the owner of lot #5 shall properly maintain the water quality basin.

Other modifications to the site include the installation of underground utilities, driveway, and associated grading.
